Introduction
The International Sand Art Festival will be held at Chandrabhaga Beach, Konark, Puri, Odisha, India from 1st to 5th December 2026, coinciding with the renowned Konark Festival. The festival will be organized at Chandrabhaga Beach, located approximately one kilometer from the UNESCO World Heritage Site, Konark Sun Temple.
I. Obligations of the Participant
- The festival shall be conducted for a period of five (5) days from 1st to 5th December 2026.
- Applicants shall submit their detailed profile along with three (3) recent photographs of three different sand sculptures created by them after 15th October 2026. The date and time should be clearly visible in the photographs. The applicant must be present with the sculpture in all submitted photographs. At least one of the sculptures should have a minimum height of 5 feet.
- All selected participants shall report at the designated venue within the stipulated time. Failure to report may result in cancellation of participation, and the vacancy may be filled from the waiting list.
- Participants shall submit self-attested photographs of their sand sculptures and retain a mobile video recording of the artwork for verification or future reference, if required by the Organizing Committee.
- Selected participants shall be informed through email, telephone, SMS, or any other suitable mode of communication.
- Artists shall commence work on 1st December 2026 (Morning Session), and the festival shall be formally inaugurated on 1st December 2026 (Evening Session).
- Artists shall create a new sculpture each day based on the theme communicated by the organizer.
- Only natural sea beach sand shall be used for creating sculptures.
- Artists shall create sculptures strictly in accordance with the themes and advisories issued by the organizer from time to time. Participants shall also submit sketches/concept drawings of the proposed sculptures before commencement of work. Any sculpture that may hurt religious, cultural, or social sentiments shall not be permitted.
- Consumption or possession of alcohol or any intoxicating substance at the festival venue is strictly prohibited.
- Artists shall bring their own hand tools and equipment required for sculpting. Use of mechanical or powered machinery/tools shall not be permitted.
- Sculptures shall be created exclusively using sand and water. No external materials, additives, reinforcement materials, or decorative elements shall be used.
- Participants shall submit a duly filled and signed Entry Form before participating in the festival.
- Participants are expected to maintain decorum and respect local customs, traditions, and sensitivities in both dress and behavior.
- Artists shall maintain discipline throughout the festival and comply with all instructions, guidelines, and directives issued by the organizer.
- The organizer reserves the right to disqualify, disengage, or remove any participant from the festival without assigning any reason and with or without remuneration.
II. Obligations of the Organizer
- Provide a sculpture area measuring approximately 30 ft. × 30 ft. for each participant, with appropriate barricading and security arrangements.
- Supply adequate water required for the creation and maintenance of sand sculptures.
- Outstation participants shall be reimbursed to-and-fro Economy Class Air Fare or AC 3-Tier Train Fare, subject to submission of valid tickets and supporting travel documents, as per approved norms.
- Arrange local transportation between the accommodation venue and the festival site during the festival period.
- Provide the detailed festival schedule, work timings, and program itinerary upon arrival of the participants.
- Remuneration, honorarium, awards, or incentives payable to selected artists shall be communicated separately after final selection.
- Constitute a panel of judges/jury for evaluation of sculptures and competitions. The decision of the Jury shall be final and binding on all participants.
General Conditions
- The organizer reserves the right to amend, modify, alter, or withdraw any of the terms and conditions of the festival at any time without prior notice.
- Participation in the festival shall imply acceptance of all the rules, regulations, and decisions of the organizer.
- Any dispute arising in connection with the festival shall be subject to the jurisdiction of the competent courts located in Odisha.
